If you can install the game, there is no guarantee you'll get to play the game.
A valid key would match both, but keygens would only be able to create keys to get past the installer.
There would be a small chance that generated keys would work in the game too, but there's no guarantee.
What Westwood did was make it so that it lets you play for a while, so you think everything is fine, then your base blows up, and you lose. Kind of a slap in the face.
And changing your cd-key wasn't as easy as opening the registry and slapping a new one in there, hoping you'd eventually find one that worked with your little keygen.
They transcoded the keys when you installed them, and the result was an encrypted version in the registry.
